Systematic Quality Improvement at BIPARD Through QMS Implementation
The Bihar Institute of Public Administration and Rural Development (BIPARD), the apex training institution of the Government of Bihar, has initiated a strategic project to align its operational processes with internationally recognized quality standards by pursuing ISO 9001:2015 certification. To support this endeavor, the Quality Council of India (QCI), through its Training and Capacity Building (TCB) division under the National Accreditation Board for Education and Training (NABET), is providing comprehensive guidance and a structured framework for the implementation of a Quality Management System (QMS).
The objective of the project is to strengthen institutional capacity, improve operational efficiency, and ensure systematic adoption of ISO 9001:2015 standards at BIPARD’s Patna and Gaya centers. The project is being implemented in three phases. Phase one involves conducting a detailed gap assessment of existing processes, followed by training of officials on the requirements of ISO 9001:2015 and the development of four-tier documentation. Phase two focuses on supporting the implementation of the QMS, including risk-based process analysis, internal audits, and management review meetings. The final phase comprises specialized virtual training sessions on non-conformance management, root cause analysis, corrective actions, and continual improvement practices.
