International Project

One of the TCB Cell’s objective revolves around fostering a substantial pool of trained professionals internationally as well, with the overarching goal of enhancing the quality infrastructure of participating countries. QCI and its constituent Boards have organized training programs on various ISO Standards for accreditation and certification for different stakeholders at international levels.

TCB has conducted many of these training and capacity building programs for individuals as well as organizations at different levels for various countries such as SAARC Member Countries [Afghanistan, Bangladesh, Bhutan, India, Maldives, Nepal, Pakistan, and Sri Lanka], Mongolia, Mauritius, Ethiopia, Ghana, Qatar, Indonesia, Taiwan, USA, Kingdom of Saudi Arabia, etc.

Additionally, TCB has served as knowledge partners, collaborating with International Development Agencies such as UNIDO, FAO, PTB-Germany, and Regional Accreditation Bodies such as APAC.

Moreover, Quality Council of India has facilitated technical assistance in the area of accreditation through various training programs and capacity building initiatives.

Capacity Building of AERSSC Nepal, An Accreditation Body in Nepal

To reinstate the Accreditation Education Research & Scientific Service Center's (AERSSC) APAC and ILAC Mutual Recognition Arrangement (MRA) status in Nepal, TCB provided training and conducted a thorough system review in line with International Organization for Standardization/International Electrotechnical Commission (ISO/IEC) 17011 and Asia Pacific Accreditation Cooperation/International Laboratory Accreditation Cooperation (APAC/ILAC) requirements. With support from ILAC Joint Development Support Committee (JDSC) funding, TCB offered hands-on assistance to AERSSC, enhancing their systems and documentation to surpass international standards. Our collaborative efforts aimed to ensure AERSSC meets and exceeds the rigorous requirements set by APAC and ILAC for MRA reinstatement.

Development of Guidelines on a unified approach for implementing CA Standards for SADC ​

Under the Southern African Developing Communities (SADC) Trade Facilitation Programme (TFP), supported by the European Union, TCB developed guidelines on a unified approach for implementing CA Standards by Member States. These guidelines aim to facilitate the mutual recognition and acceptance of conformity assessment results between trading partners across borders. The overall objective of this initiative was to enhance the transparency of conformity assessment regimes of the SADC Member States, thereby contributing to the growth of intra-regional trade.

Nepal PTB Germany Project ‘Strengthening of the Quality Infrastructure for Sustainable Economic Development / Nepal

The Nepal Bureau of Standards & Metrology (NBSM) functions as the National Standards Body of Nepal and operates under the Ministry of Industry, Government of Nepal. With the aim of establishing a pool of assessors for ISO/IEC 17025, NBSM proposed conducting a Laboratory Assessor Course aligned with ILAC-G3:08/2020 guidelines. This training course was conducted and supervised by the TCB, QCI. The representatives of the following government organizations of Nepal participated :
• Nepal Bureau of Standards & Metrology (NBSM), Nepal
• Department of Food Technology and Quality Control (DFTQC), Nepal
• Department of Plant Resources (DPR), Nepal

Accreditation Awareness and Implementation Training for McDermott

McDermott is a leading provider of engineering and construction solutions to the energy industry, offering technology-driven infrastructure solutions for oil and gas transportation and transformation worldwide. Operating in over 54 countries, McDermott employs more than 30,000 people and boasts a diversified fleet of specialty marine construction vessels and fabrication facilities globally. Under an agreement with McDermott Middle East, Inc., the Quality Council of India's Training and Capacity Building Cell organized specialized training sessions. These included 'Laboratory System and Internal Audit in accordance with ISO/IEC 17025:2017' for Welding Testing Lab officials and 'Requirements of ISO/IEC 17020:2012 for Inspection Bodies' for the NDT Inspection Department in Dubai.

Support to Asia Pacific Metrology Programme (APMP)

The APMP DEC - CMC Task Force is undertaking a program to support the Developing Economy NMIs (DENs) / Designated Institutes (DIs) without CMCs publishing their CMCs in the in the Bureau International des Poids et Mesures (BIPM) Key Comparison Database (KCDB). Based on a need assessment undertaken by the CMC Task Force in March 2022, the field identified as a common priority to begin this work program is mass. The CMC Task Force has confirmed support for these Developing Economy NMIs (DENs) / Designated Institutes (DIs) without CMCs. One of the key delivery mechanisms of the program is having a series of the trainings/workshops for DEC members, especially for the participating NMIs/DIs to review their knowledge in quality management system and technical capabilities. At the APMP DEC Strategic Planning Workshop 2023 in Thailand, Head TCB Alok Jain delivered a lecture as Invitee & Asia Pacific Accreditation Cooperation (#APAC) representative during the program. A total of 120 participants from 24 countries attended the program.

Strengthening Quality Assurance in DFTQC Regional Laboratories: ISO 17025 Capacity Building Project in Nepal

• In June 2022, a 5-day virtual training on ISO 17025:2017 was conducted for DFTQC regional laboratories' staff. The training aimed to enhance understanding and implementation of ISO/IEC 17025:2017 requirements, attended by officials nominated by DFTQC and DPR, Nepal.
• In July 2022, a 2-day onsite Internal Audit Training on ISO 19011:2018 for DFTQC regional laboratories' officials was conducted to build capacity in conducting effective internal audits, essential for accreditation as per ISO/IEC 17025:2017.
• In July 2022, a 3-day virtual training on Measurement Uncertainty and Decision Rule as per ISO/IEC 17025:2017 aimed to enhance understanding of uncertainty of measurement and decision rules among participants nominated by DFTQC and Food Technology & Quality Control Office, Nepalgunj, Nepal.
• In June 2022, a 2-day virtual workshop on ISO/IEC17025: Risk Management requirements for Laboratories aimed to enhance understanding and implementation of risk management requirements in laboratories as per ISO/IEC 17025:2017.

Advancing Conformity Assessment in Sri Lanka: ISO/IEC 17029 Capacity Building Project

TCB facilitated a training session on ISO/IEC 17029:2019 "Conformity assessment — General principles and requirements for validation and verification bodies" for officials from the Sri Lanka Accreditation Board for Conformity Assessment (SLAB) and stakeholders from various government departments and regulators on January 27th & 28th, 2022. The training aimed to enhance understanding and implementation of ISO/IEC 17029:2019 requirements, benefiting SLAB officials, assessors, committee members, and Conformity Assessment Bodies (CABs) towards meeting Asia Pacific Accreditation Cooperation/International Accreditation Forum (APAC/IAF) Mutual Recognition Arrangement (MLA) standards.

Capacity Building Programs for SADCAS, A Multi-Economy Accreditation Body in SADC region

The Southern African Development Community Accreditation Services (SADCAS) is a regional accreditation body established under the SADC Protocol on Trade to oversee conformity assessment services in member states without national accreditation bodies. South Africa and Mauritius have their own accreditation bodies, while the remaining 13 countries, including Angola, Democratic Republic of Congo (DRC), Lesotho, Madagascar, Malawi, Mozambique, Namibia, Seychelles, Eswatini, Tanzania, Zambia, and Zimbabwe, rely on SADCAS, Botswana.
To enhance competence, TCB conducted the following training programs for SADCAS officials and assessors in Botswana:
• Laboratory System & Internal Audit Training per ISO/IEC 17025:2017.
• Assessment Principles, Practices, and Techniques per ISO 19011:2018.
• ISO/IEC 17025:2017 – Risk Management requirements & implementation.

ISO/IEC 17025:2017: Interpretation and Best Practices of Implementation at Bahrain

The GCA 2022 Conference and Exhibition, held in Manama, Bahrain, from 13-17 November 2022, served as a pivotal platform for professionals across the chemical industry. Attendees, including manufacturers, academics, researchers, engineers, students, and business leaders, gathered to exchange insights and showcase cutting-edge technologies, with a focus on advancing the global chemical industry while addressing environmental challenges. A training session was conducted on ISO/IEC 17025:2017 standards, delving into requirements and emphasizing best practices for implementation in laboratory settings. Through interactive discussions and practical examples, participants gained valuable insights to enhance their laboratory systems and ensure alignment with international standards, fostering continuous improvement.

Capacity Building for ADLQ Qatar

Anti-Doping Lab Qatar (ADLQ) is a WADA Accredited laboratory serving the Middle East and the West Asian region, and beyond. It is equipped with state-of-the-art facilities to test for known dopants, their metabolites, while developing methods for detecting and identifying novel doping agents. While it is mainly focused on urine and serum/plasma as matrices, it is increasing working on dry blood spots (DBS) and dry plasma spots (DPS) as emerging technologies.
The following trainings were conducted for ADLQ-
• ISO 31000:2018 Risk Management -Guidelines and its implementation in Laboratories for ADTL Qatar
• Laboratory System & Internal Audit Training as per ISO/IEC 17025:2017 for ADTL Qatar
